NJEMA History

Emergency Management has been in New Jersey approximately 15 years under the supervision of the New Jersey State Police (N.J.S.P). Prior to that it was called Civil Preparedness and before that the well known Civil Defense. The name was changed primarily to get away from the image of the tin hat and flashlight days but the object of protecting the home and home rule is still in existence in our state.

It is sad that most of our records were lost, however we are endeavoring to get as many memories together as is possible from our membership. If you have any date you wish to have incorporated, please contact the President. We sincerely hope the pieces of our past can be put together again. We know that this is our 39th Annual Workshop/Seminar. The U. S. Civil Defense Council was established and chartered our Association, in fact we received the first charter, that is why we are Number 1. The Charter reads as follows:

BE IT KNOWN TO ALL MEN THAT: THE NEW JERSEY CIVIL DEFENSE ASSOCIATION has met the required standards as outlined in Article XX of the United States Civil Defense Council Constitution and has been properly approved by the executive committee.

THEREFORE, with the power invested in me by the members of the United States Civil Defense Council, I hereby affix my signature to the Charter and do declare:

THE NEW JERSEY CIVIL DEFENSE ASSOCIATION

To be a department within the United States Civil Defense Council. In testimony whereof I have set my hand and seal of the United States Civil Defense Council of this 27th day of September in the year of our Lord, Nineteen Hundred and Seventy-five. By the President Walter DeLyle, Jr.

An additional award was also received from the National Coordinating Council on Emergency Mangement (formerly NCCEM) This is to certify that the New Jersey Civil Defense Disaster Control Association is hereby awarded this Certificate of Achievement for the efforts to establish the 1st Chapter of the N.C.C.E.M. on this 11th day of October 1984, signed by Myra T. Lee, President.
